For the second time in two years, a Brooklyn museum is about to unveil an exhibit that includes the kind of inflammatory artwork that amounts to waving a red cape in front of a bull. Once again, the bull is named Rudolph Giuliani, New York's hot-tempered mayor, who wasted no time Thursday in pronouncing himself "disgusted" with two photographs in the museum's new show of recent work by black photographers.
